Are there any criteria for the Queen officially opening a building ? Do they have to be of a certain size /cost?
Also do the organisation involved bear ALL (travel, transport -including Royal vehichles, Police,) costs for the opening? and are any payments to The Queen for her services?

Not sure, but I think that if they want her to open a building they have to write and ask at least a year in advance. Then a decision will be made as to if it is possible, I would imagine most requests are turned down. Needs to be something of national importance , like the new Olympic stadium.
A year in advance, eh? So I can not get her to open my friend's new garden shed then? It cost a lot and it of great importance to us.
