Try loading the picture into MS Paint and choose invert colors from the image menu

Almost any decent (i.e.non-Microsoft) photo-editing software can do the job.

Irfanview is an excellent (free) picture viewer. It's vastly better than what comes with Windows, and it deserves a place on everyone's computer:

As well as simply displaying pictures though, Irfanview offers lots of editing features. All you need to do (after loading your image into the program) is to select Image > Negative (and then File > Save As).
