Cut Glass Vase

I have a fairly new cut glass vase which has started to go cloudy on the inside although I wash it by hand. What is causing this? Could it be the flower food (from the packets that come attached to the flowers) or would our hard water cause it? Does anyone know how I can get rid of the cloudy film, which only shows when the vase is empty, & how can I prevent it in the future?

It is probably a lime deposit, if so it will come off with limescale remover or even vinegar or citric acid. If not then it is probably a surface degradation of the glass which lead glass is prone to. As lead glass is soft relative to soda glass it can be polished using a very fine abrasive grit.
