universal credit?

i was told by someone that works in the field that it will come in to effect from 2014 not 2013 because of the Tories not wanting to lose council seats.

does anyone know for certain which is correct?

Who cares?

From the brief read I did on your link it sounds like an excellent idea
Given that you actually have to do something constructive towards earning that cash, even if it's writing a CV or attending a training course
It was originally scheduled to start in oct 13 for new claims with a transition for existing claimants taking 3-4 years. I understand its been moved back a year, though a few pilots will start next year to test systems. I heard it was IT issues slowing it down but politics has to play a part.
It doesn't sound very universal to me as I won't qualify and I do live in the universe.
