I know L is for learner. What is the sticker P on cars  stand for? Is it for new drivers?

The "P" Plates are not compulsory and there is no recommended period for them to be displayed.

The DoT clearly considers two years to be a suitable "probationary" period. This is borne out by the article referred to by Quizmonster. It is also supported by the fact that if new drivers accumulate six penalty points within two years of passing their test they will be ordered by the court to revert to provisional licence status and will have to re-take their test.

I call them the 'just passed' plates
I would not put anything on the car. Other car will see this and take the same action as they did when they did when you were a Learner
