What is there to stop Google displaying sensitive information throughout the world. ie Nuclear sites in Israel, Missile sites elsewhere and any defence establisments.

But resolution isn't what stops them - it's how they refrain from doing so when they decide not to do so.

Technically there is nothing to stop them, just a desire or need not to annoy governments.

It was widely reported in the media earlier this year that the US military had asked Google to reduce the resolution on the aerial views of their military bases in Afghanistan. Apparently, Google saw the point being made, and complied.
