If you were born on /before 5th Jan 52 you qualify for it. But what happens if you were born on 13th Jan 52 what happens then any help will do

Or, to be more precise, your birth date must be on or before July 5 1951. You must also normally live in the UK, though in some circumstances you can receive the payment if you have moved abroad. Looking ahead, you will be eligible for the Winter Fuel Payment in 2013-14 if you were born on or before 5 January 1952, or 5 July 1952 for 2014-15.

Factor if you go to the link below and put your date of birth in and pretend you are female it will calculate the pension date for a woman. If that date is before the cut off date in September of the year you will get WFA if it is after then you will have to wait until the next year. This is regardless of your pension date as a man, unless you will be 65 after the the equalisation of men and women is reached.

Below is a link to citizens advice bureau, click on winter fuel payment, the second paragraph under the heading Who Can Get a Winter Fuel Payment clearly states that it is paid when men reach the retirement age of a woman. I am sure the CAB site is thoroughly checked and is correct.
