What are the elasticated hoops men wear over their shirt sleeves to prevent the sleeves moving used to see a lot of them in old movies.

Never heard of sleeve garter. We just used to call them armbands; I had a pair for my dress shirt to wear with my DJ because the sleeves were too long.
