why is it that some appliances have three pin plugs while some have two pin plugs

If the appliance becomes faulty, its metal bodywork could be live.  The electricity will be taken to earth through the third pin in the plug.  Some appliances are built so that this will not happen.  They are described as double-insulated and usually have plastic bodies.  People who know more that I do have decided that they are safe enough without an earth wire. 
ive noticed with certain electrical items Pc's mainly they supply a 2 pin plug as well as a 3 pin, having seen one of these 2 pin ones they seem to be for the continental plugs with round pins. as has been said if its a plug for use in the uk then the item is double insulated
