Stolen Grave Fake Flowers - Any Ideas To Prevent This?

The fake flowers that were put on my dads grave - alongside real ones, so that theres always something nice there even when the real ones die - were stolen the other day - they have picked them out from between the dead ones ...
disgusting i know, but my sis and mum are especially upset about it.
Anyone know of anything that can be done, or used etc to stop the flowers being removed?
i was thinking something like miliput or cement in the bottom of the tub, but anyone got any other ideas?
i dont want them to just take the whole pot you see - but it cant be sealed in as it need to be removed to refill and clean etc
at the moment its just a pot with a kind of grill lid for slotting the flowers through - it is built into the actual headstone

Several times a week I find wreaths, cuddly toys, ribbon, small stone statues - once a photo in a small frame - that foxes take from the graves and dump in my garden. I have CCTV in my garden and see them doing it. Maybe some lowlife hasn't stolen them.
In any case report it to the office. There may be others who have been affected by theft.

This nasty crime is more common than you'd expect although the foxes is an interesting possibility. I think you need to secure them well enough in the pot that they can't be pinched via a quick snatch and would need more effort. Maybe some mastic type stuff under the metal grill edge and hold the flowers in something like plaster of paris? Obviously it can't be anything too permanent as you will want to change them as they fade.
thanks all, but they were mixed in with real ones, that had died, and they left the real ones in place, and just separated the fakes, so it was definitely a person. initially we thought it was the high winds we've had recently - but all the other nearby flowers were fine - it seems they took the stuff off the grave next to my dads too ...
im thinking of a round lump of miliput with holes in, i can thread the stems through and then tie a knot underneath, so if anyoe tries to lift one up, the whole thing will clearly be attached to it, and the grill bit, so hopefully they'd just give up, not wanting to have to sit there and undo them all, although they could just take the whole pot unfortunately. but we cant really seal that in

lovely way to honour a loved one, stolen flowers, because you cant even be arsed to get your own.
i really really hope that the person who took them was just so desperately skint and desperate to brighten up their loved ones grave, but just didnt have the cash to spare, rather than some piece of *** who just doesnt care.
i wouldnt be surprised if some horror had thought 'oooh they match my curtains' and has got them in her living room in a vase :/
