So the answer to your question is a definite YES. I subscribe to a company called IAP Broadband http://www.iapbb.net/ who supply wireless broadband. Basically you have a small aerial on your roof with a small box attached to it. The wire from this is fed inside to a small modem then direct to your PC. You pay your subscription to IAP it doesnt come up on your phone bill so this would work even if you had NO telephone line. Hope this is of use , but do look at the web site link.
With the usual broadband telecom providers (BT etc) you require a normal telephone line to bring the broadband in to your premises. If you have a next door neighbour who is willing to share their connection with you, you could convert their line to broadband paying them the bb rental and running a socket into your property.
