If a person has been ordered to be deported back to the country of his or her birth can lmmigration deport that person without a passport

Yes. A deportation order will be made. However the 'receiving' country can refuse entry . No passport means no way to know for certain where they were originally from. There was a case a few years back where someone could not be deported as no other country would accept them, so they had to stay here.
