Dvla Id If No Passport

Dvla provisional licence for my son.He doesn't have a passport, so i assume

I think there should be an 'or', rather than an 'and' in your post. For most people, it will just be a UK birth certificate that's needed. That needs to be sent with one of the additional forms of ID mentioned on that page.

Also , i believe, this would be a postal application and cannot be done online ?

Yes, it will need to be a postal application because the photographs have to be signed on the back. (A scanned photo, submitted online, wouldn't be of any use as it wouldn't show the signature).

Your son will need a D1 application pack. He can order one here

or, probably simpler, pick one up from any Post Office branch.
