x divided by y, times 100

E.g. for 3 as a percentage of 12, it's

3 divided by 12, times 100
3 divided by 12 is 0.25
0.25 times 100 is 25
So 3 as a percentage of 12 is 25%

To find the percentage of one number to another number divide he number by the other and x 100

e.g. to find 23 as a percentage of 80,
23/80 =0.2875
0.2875 x 100 = 28.75
