The pump attached to the power shower cannot 'suck' the water through the heat exchanger of the boiler any faster than the regulated flow. The hot water tank acts as a reservoir and is punpable.Try turning the electrical power off, hence rely on gravity.
If you do have a hot water tank, then dunno !
A power shower will usually have its own water supplies from the loft tank and the hot water cylinder to the pump. Assuming all valves are open, problems can be caused by blocked filters in the pump inlet and blockage caused by limescale mostly at the cylinder shower outlet but also other fittings and pipes. Air locks are another problem as is Internal delamination of the pump hoses that can also cause blockages
You need to identify the direction of any blockage by removing the hot inlet hose having first turned off the supply and then turning it on to see what hot flow you get into a bucket.
