The collision is around 21.09 on the video

It's from about 21:08:30 and the glare from the headlights obscures the number plate.

The driver has broken the law so give the footage to the police and let them see if they can identify the registration number.

If your policy requires you to report any accident (virtually all will) you'll need to do that even if you don't intend to claim.

You should also let them have the footage to see if they are able to trace the driver.

When reported to the police they said that they do not have the technology to clear up the footage and the departments that do would not use them on hit and runs becuase the tech is expensive, they usually reserve it for homicides and serious crime.

Many video play software packages allow a freeze-frame (photo) to be captured from the video. I suggest you try this and see if you can identify the licence plate number by enhancing the image (using zoom/contrast etc). But looking at the video, I doubt the resolution is good enough to identify a licence plate in clear daylight.

I get the impression the driver was inebriated.

It's rotten luck but unless anyone can identify a similar vehicle in that area (it looked like a Hilux to me) which has damage consistent with that collision I'm afraid you might not get a satisfactory outcome.

I'm not sure how the info would help you... me I'd just let your insurers sort it out...let them look through the footage I'd they want to try to claim from the driver or from m.i.b if his not insured
