Does anyone know if the UK postal code system was devised by the same people as the Canadian system. They seem very alike. Any other country use this format?

it seems that the postcodes in Norwich were based on the Canadian system but there is no evidence that i can find that the whole system was designed to be like the canadian system
Sorry I don't know!
But I do remember when I was a boy living in the outskirts of Norwich in the 1960s we had one of the then experimental postcodes. Our postcode was NOR 80P, i.e. three letters in the first block, two numbers and a letter in the second. Since we moved away in 1968 that address has changed its postcode to NR7 8TX, all Norwich postcodes beginning with two letters (NR) and a number, in line with the standard system in the UK.
