According to one source, your hair length is determined partly by the "growth" and "rest" phases and it's during the rest phase that your hair breaks off and drops out. Since each hair folicle does this at it's own time then you don't cast like rabbits for example (although your other body hair does).
However, it seems that hair length (or the rest phases) is down to genetics, how well you look after your hair and even things like smoking so be gentle with it and if you can't grow it long blame your parents... ;)
