For more on marking an answer as the "Best Answer", please visit our FAQ.chris, The pipe you refer to is probably the pressure relief pipe, it is attached to the pressure relief valve, usually affixed to the underside of the boiler ( depends on the model of boiler ).This valve is designed to emit the water out of the system should the pressure reach 3 bar, as any pressure above 3 bar is considered too much for the boiler components / system to cope with.
It is advisable to keep the system at approx. 1 bar pressure. If the system was set at 1 bar, but has risen up to 2.5 bar, you will need to call a heating engineer to solve this problem, however if you have overpressurised the system yourself, you need to drain out some system water until you are down to 1 bar.
Should the pressure relief pipe still drip after this, you may need to have the valve replaced.
