we keep getting noise from taps but when taps are turned on it stops,we think it might be the washers needs replacing but cant turn the stoptap as it is to stiff

What kind of noise? What taps are affected? Are they individual or mixer taps? Are they fed from a tank in the house or direct from the mains water? Sorry to pose a lot of questions but with more information I might be able to attempt an answer.
It is most likely air in the system. It needs 'bleeding'. Get some penetrating oil to free your stoptap. There should be a valve at the highest point of your system to let the air out. turn it a half turn at a time until you hear air 'hissing' out. Then wait until you see water dripping out and close it off. If air is the problem, this should sort it. If you open the valve too much, you may cause a flood!

kitchen & mixer taps and the noise is ,well it is hard to describe ,its like foghorn.This happens when we use the washer or flush the toilet.The stoptap wont budge.
ok. The pressure in your mains water supply is too high. The noise is coming from your storage tank (usually in the attic). There shoud be a valve just before the pipe connects to the ballcock. Try turning it down (clockwise) a bit, this should help. If not, replace the washer on the ballco*k. No more noise.
