i have money in my account to cover amount and ive sent it to the seller on ebay but this is the message im getting regarding payment

they are a first time seller.etc so there comms are non exsistent

anybody shine any light on it?

The only time I have seen this message is when I have funded the payment with a credit or debit card and the seller has a personal account only.

The seller needed to upgrade his account before the payment was available to him to claim.

Upgrading the paypal account is not free as such.

A personal account is totally free, but as soon as it is upgraded there are charges on every payment received in to it.

A lot of sellers don't wish to do this.

But Qmark says the money was already in his account so a personal account should be able to process it. Very odd.

personally, I wouldnt trust anyone by the name of Joe Bloggs, sounds fake to me ;-)

fender - it doesn't cost anything to upgrade, but every time you receive money it will cost you.
