You might not be the root of the problem - it may be her !
a) She may be in an area not covered by her provider
b) She may not have international roaming - which is the most probable cause.
c) she may have her phone off - I know my mother in law turns hers on when she makes a call and off when she's finished !!!
If it's an emergency can you call the hotel/travel company or someone she's with ?

PS You should just be able to dial the number - no prefix just the number

the number you need to dial starts either 07.... or +447.... or 00447.... It doesn't matter which you use.
using the Spanish 34 code wont help. That's only for Spanish phones. The previous answer from almcd007 gives you the reasons why you may not be able to reach her on it. If she's usually got her phone on, I would guess it's her not having roaming enabled, Spain is pretty good for network coverage generally, and all the UK networks can be used over there on partner services as far as I'm aware.
