Unemployed loaned mopeds to seek work

Not sure where to post this, but read recently that in some rural area (Norfolk?) the Benefits Agency were loaning mopeds to the unemployed in rural areas to make it easier for them to travel and seek work.
Can anybody give me a link to this or advise whether other areas are doing this? Am trying to find info for somebody living in rural Staffordshire.

Three stars for your response ! . I'm really grateful for this and will forward the info on to an unemployed relative living in the wilds of Staffs who is really struggling to find work because of lack of public transport in the area.
