The Sweden thing is correct... as a side note, I believe it is also law in at least certain provinces and states in Canada and the US regarding, what I believe are called, running lights... I know for sure in Ontario since about 1995 all cars produced for sale in the province MUST have running lights (a default light setting that comes on when you start the car that is visible, but not as powerful as regular headlights)... they cannot be shut off on cars bought there... it's for safety... having grown up in Ontario I can tell you, it can go from beautiful clear blue skies to completely black and overcast in less than half an hour, and if you're driving in it you tend NOT to think to turn your lights on as it happens and accidents DO occur... so they just made it Law so it's easier to see each other and hopefully save lives!!?
