homeless can survive in coldest nites on streets placing card board boxes or crumpled newspaper around them, how is it possible

At least 15 homeless people died in the UK from hypothermia last winter (Office of National Statistics) so they don't all survive.

Paper and cardboard have high thermal insulation properties, so help to keep the body temperature up. Useless in the wind and rain though.
