what happens if 2 (usually tabloid) newspapers have clashing front headlines - does one agree to change theirs -do they have to submit first to keep the headline?

Newspapers don't co-operate with each other do they? Maybe, if they do have the same headline, one might change it in later editions, but I think to do so would be their choice alone.
