I'm still not sure if I know what a two pipe system is as opposed to one pipe. Is there a pipe parallel to the radiator the water can flow into if one radiator is off? Are all the radiators in series? If there are parallel pipes, hence two-pipe system, what stops the water going along the parallel pipe the whole time rather than through the (higher resistance) radiator?
