Charging the batteries in-situ in an electric scooter

The circuit board in my ( Jambuster) scooter has stopped working .it is either the 24V relay or the Voltage regulator or maybe both that has packed in . Would it be possible to instal a multi- position switch to do the same job. anyone any ideas,
