Ebay-Feedback. BAd or good?

I purchased a sim card on Ebay last week and i asked the seller to email me once they'd mailed the item to me.
I recieved an email from the seller last friday saying the item had been mailed to me. It's now Wednesday and i have not recieved my item. I have email the seller to inform them of this however no answer.
I was wondering how ling i should give this person before i give him negative feedback. I do not want to be unfare to this person.

Firstly, you want your goods or your money back.
When a week has passed from the date of purchase, email the seller again stating you have not received it and ask for a refund. If he doesn't reply or is not helpful, you can start an Item Not Received claim through PayPal if that is how you paid, otherwise through eBay.
When you have either goods or a refund, leave feedback.

I sold a CD on ebay and the buyer never got it. I had proof of posting, because it was only a few quid I gave him his money back. My son never got an expensive item once but because the seller had proof of posting he had to take the matter up with the post office, it never got resolved and he lost his money.
