what does it mean when a cashier says she has to call for authorization when i use my credit card to make a purchace

It's a check to make sure your card hasn't been listed as stolen, or to find if there's any other reason your credit card company might not want the sale to go ahead, like you don't have the dosh in your account to cover the purchase.
Sometime they can do this for large purchases.

They ring the credit card company to make sure card has not been stolen, then say the person wants to spend xxxx pounds.

The credit card company give them a code, xy123 or whatever, to say it has been authorized.
sometimes if you have used it a lot in a day or the amount youre paying for is not in line with the usual usage of account holder they ask for authorisation
