Lost send / receive in XP Outlook Express

My friend needs to send me an urgent e-mail on his laptop but cannot find the send / receive command on the toolbar! It seems to have disappeared! Neither does it appear under the Tools drop-down!
A clue might be in the fact that, although his service provider is supposed to be BT, the blue header strip shows only "Outlook Express provided by Microsoft" which to me, as an "incompetent" computer user, suggests he hasn't set up his account properly.
Anyone any idea how I can advise him how to restore the send / receive function???!!!

Firstly Outlook Express is provided by Microsoft as is Windows XP etc!!!!
on the row of buttons at the top of the outlook express screen go to a clear area and right click, this will give you a small drop down menu, click customize> it will then give you a list of buttons you can add. Failing that once the email is ready to send just press enter, that should send it!!
