If scientists know how the Big Bang occurred, could it be emulated? Could we create ourselves a new planet rather than try to habitate others?

Anyway, it would take a very long time indeed for planets to form afterwards, as after the big bang there was nothing but hydrogen. The heavier elements were created by stars that formed from the hydrogen a long time later.
As to creating a planet...in terms of energy cost it will always be cheaper to go to another one rather than make one. The nearest likely alternative would be something like a Dyson sphere or a ringworld
