Youve got a scale problem here. The big bang was an event that created the universe out of a timeless nothing. We cant do it again until after the current universe has ended as we have no timeless nothing to play with.
Anyway, it would take a very long time indeed for planets to form afterwards, as after the big bang there was nothing but hydrogen. The heavier elements were created by stars that formed from the hydrogen a long time later.
As to creating a planet...in terms of energy cost it will always be cheaper to go to another one rather than make one. The nearest likely alternative would be something like a Dyson sphere or a ringworld
