How do air balloons steer? Is it just the angle of the burner to the balloon? o.o

Simple answer is that they don't.

They are completely at the mercy of the wind and they have to decend or rise to find wind blowing in the direction that they want to go.

I thought you could direct them by positioning the ballasts on one side.

Tug pigeons can be used for this purpose
