does any other item trip the breakers? if not then it'll be your hoover that's at fault.
check if the hoover works ok in other rooms.
can't be bothered to type this again in lower case before anyone says capitals.

The problem now , is that when i flip the breakers back on , the plugs still do not work .
do not change the breaker yourself as you may beam yourself up, in case you had not noticed in your answer 15 amp breakers are not the correct rating for a ring main but 32 amp and i feel this maybe an indication that your electrical experience is not vast
when you say you checked with a circuit pen do you mean you waved it around close to the socket or touched the faceplate of the socket?
this does not prove the quality of the terminations within the socket, if this is what you did
i would consider proffessional help to assist you with this one
I'll go with terence7556 answer. If it's a 15 amp breaker the ring main isn't protected properly and is a potential hazard.

Get the professionals in and get the whole system checked out.

Just a thought...are you renting or is it your own property? If it's rented get the landlord to sort it out NOW. If they refuse report them to your local council
JB never said it was on a ring circuit. Why does everyone assume that power outlets are on rings and not radials?
