when a air force jet is scrambled to a troubled airplane- what options do the air force jet have if the plane is about to crash ?- do they shoot it down?-how do they stop it crashing into a urban area full of property and people?

Don't be silly! They just snip the elactic band.
tali1 I will give you a sensible answer instead of the jokers above. I think if a plane gets into difficulties air traffic control would do their best to divert the plane towards a non populated area (the sea?) with a view to an emergency landing - if that can't be done, then at least there will only be casualties on the plane.
But if by troubled you mean terrorists on board, then security services will indeed scramble a jet to shoot down the plane if necessary - I suppose if that means shooting it down over an urban area then that is what will happen.
