Yes it certainly is. If you contact local police or traffic wardens they can attend and will usually issue a fixed penalty notice for 30 quid. However, the offending vehicle must cause enough of an obstruction to stop you removing your vehicle from your property and thus stop you going about your daily business.
Kerplunk is right you have to have a dipped curb for the driveway to actually qualify as a driveway. Where i used to live, i'd leave ****ty notes on their windscreen to tell them how annoying it was to have my driveway blocked and don't do it again.

we have a driveway but no dropped kerb.its not a problem but occasionally idiots park leaving the front or rear of their car obscuring our access - personally i think its bleedin' bad manners and not something i would do but hey ho !
Actually the fine is �100 for obstructing a dropped curb as it was suggested it also creates a problem for disabled people who use them to aid crossing the road. Let them know that next time you see them- it's a standard penalty and criminal- not civil so the beefs not with you- but the police.
