bank of england �2 coin 1994

My dad has kept a �2 coin from 1994 which celebrates the bank of england's 300th anniversary. Its not in mint condition, it was given to him in circulation. He says its worth more than its tender value. I say that even if only a limited number of them were made, the fact that its in used condition and quite recent means that it cant be worth more than a few pennies above its set value.
