What does this mean on a letter?

My last payslip took about a month to reach me. When I got it it had been stamped with a mark saying Do Not Surcharge. This had never been on one before. What does this mean and did it have anything to do with the lateness in arrival?

For more on marking an answer as the "Best Answer", please visit our FAQ.Reason will probably be that your employer didn't pay the postage for Ireland and that the Royal Mail held it up deciding what to do with it. There isn't really a system for surcharging international mail - they either let it go or return to sender.
Maybe on earlier occasions they didn't notice/bother or your employer stamped it correctly.
