If you buy it from a garage they are required to pass your details to DVLA. If you buy it from an individual they should pass your details onto DVLA otherwise they are responsible for any penalites you incur (parking tickets speeding fines etc) and the car tax. If you dont tax your car you will now incur an 80 penalty but you can fill in a Statutory off road notification document(SORN) but you must keep it Off Road. parking it by the kerb outside your house and not driving dont count and you will get a bigger fine if they catch you doing this.
