I have a 25 ltr empty container

I need to fill it with 1 part chemical to 140 water how many ltr of chemical do i need to put in.

Close enough.

To work this out, you need to work out how many parts in the 25 litre drum. 1 chemical and 140 water= 141 parts.

so 25 divided by 141= 0.177304 litres which is 177.3 ml
It's always a good idea not to completely fill a container, but to leave an airspace at the top to allow for expansion of the liquid.
Measuring 177.3 ml of chemical could present a problem! Instead, you might consider using easier measures, e.g. -

21 ltrs water
150 ml chemical, plus
2.1 ltrs water, and
15 ml chemical

This would provide you with a total 23.265 litres of the liquid. Hopefully, this would be enough for the purpose.
