GP does not see children for evening appointments

My GP does not see children for evening appointments- only in the mornings -is he allowed to this? - surely this would be in breach of local NHS trust guidelines- or can he act carte blanche?

I am a member of my surgery patient group and although they offer appointments they make a point of saying it is for those who cannot come dureing the day due to work or careing responsibilities and must be booked at least a day in advance. They don't see emergancy cases and if anyone knocked on the door they would turn them away.
As long as they offer the appointments I think they can do what they like.
