The hot tap in my kitchen sink seems to be broken.  I turn the tap and it clicks and doesn't turn water on .  Do you think thats a washer or the tap or what?

You probably need a replacement valve inside the tap.

Well, if you know how to turn the water supply off to the tap, you could do it yourself - just take the old valve to a DIY store and get a matching one.  A plumber would do it but would charge for call out.  Perhaps a local handyman, or a helpful neighbour......

Don't know what happened there.

If you really have no clue what to do, don't touch it.  Get a handyman.
