user access control

ive been having problems with downloading flash player. think its got something to do with active x control. the computer says that the user access control needs enabling, any ideas how i do this?

User Accounts
User Accounts (again!)
Turn User Account Control on or off

thanks very much for your help twice! didnt realise i had posted it both times, was a very up and down day yesterday trying to get things sorted with lots of options and in the end i suppose i just lost the plot!
