hi
my question is i apply for the rtb my council home before the discount was reduced. I had issue with the council over repairs their were meant to carry out before i applyed. once i apply their state there would not carry out the work. this work was health and safety. I was told by an advise centre that it was their duty as landlord to carry out this work, as it was an external wall. my rigt to buy expired. i put in a complaint about this, i won the complaint and the work was carried out. Yet the council say i have to reply for the rtb thus losing my high discount. i believe the council has breach it contract

I doubt that it has - you didn't have a contract for a right to buy, so it hasn't breached anything.
You didn't apparently have to get them to do this work - you could have got on and made the RTB application.
So now the deadline date has gone passed.

i did infact make a application

also it was because i put in the complaint the complaints dept of the council after doing their investigation carried out the work
Then pursue that application and ask the council why they won't process it. I suggest you do NOT re-apply - that is precisely what the council wants you to do. It may lend 'credibility' to the idea that you accept that the original application was flawed in some way.
Ask them to put it in writing why they won't process it. Drop into the conversation that you may consider asking the ombudsman about the case.
The process for complaining is through the Local Government Ombudsman in England (similar but differently named bodies do the same job in the regions). See here.
