taking off a micro scooter wheel

i have 2 micro scooters and one of them has a split back wheel, so i thought i would replace with a wheel off of the other scooter, got my allen keys and adjustable spanner but just cant release the wheel, it appears to be rivetted on, does anyone know of a way to release the wheel so i can change them over and make it safe ? or do i need a special tool to do the job, what seemed to be a straightforward job is turning out to be really annoying, many thanks

As your post reads you will still end up with one scooter which is short one wheel. How is this of benefit?

i want to take the wheel off of one which has other problems, therefore hopefully making one good scooter
