Hi Geo,
Are you talking in terms of access to domestic residential or commercial premises? The size and type of a business will have a great bearing on the costs.
If you know the type of work to be done, perhaps the best source of building costs is Spon's Architects' and Builders' Price Book (if you can get your hands on it).
