If a change to an insurance policy is to start on the beginning of Thursday 30 August 2012 - would that be stated as 30 August 2012 at 0001 hrs or 29 August 2012 at 0000hrs ?

Should read 29 August at 2400hrs
It could be stated as 29 August at 24:00 or 30 August at 00:00, as they are both the same time. But it might well be 30 Aug 00:01 (one minute past midnight on 29 August)
Are you wondering what happens if anything happens between 00.00 ( which I think is actually 24.00 on the day before) and 00.01?
The standard wording for commencement on Insurance Certificates is 00.01.
