My partner is buying a car and will have her own insurance, she has been a named driver on my policy for over 20 years and hasn't had her own insurance policy. How dopes she stand with NCD.

Some insurers may offer an introductory discount or reduced premium for her driving experience
Direct Line (there may now be others) give an NCD to named drivers taking out separate policies with them. As also said, some insurers give introductory discounts to named drivers. As always, shop around. Good luck.

Yes, she should get at least a 30% discount as an experienced driver.
A joint policy where you both can drive each others cars may be cheaper and more convenient for both of you. Brokers are just as cheap as on-line quotes now so try a broker as well as the comparison sites.
Some insurers will give you a years NCB if you are a new customer to them.
