Or is he regarded as a lodger so that i need rented property insurance?

No I am not aware that you have to insure anything or anyone
But I have buildings insurance for a let property. You usually cant insure contents of a tenant as you cannot mitigate loss ...
Is he paying you rent ? if he isnt - I would just let him live in it and check with your insurance company that it is OK

Peter, since the property is mortgaged, the mortgage company will require building insurance?
I'm intrigued if you believe the OP can manage with a 'normal' domestic building policy as, even though it is a family member living there, it surely counts as 'commercial'. A policy that says it is covered for ' you and your close family' surely means that cover is for 'you who lives there PLUS a close relative also lives there'. In this scenario, the OP does NOT live there, and that doesn't sound like domestic policy to me.
I know you have extensive BTL interests, which is why I would appreciate further clarification (as well as for the OP).
