Could somebody clarify. Is a policy still valid for a second driver if the policy holder is temporarily banned on health grounds?

No expert, but it seems to me the ideal situation for the second driver to be doing the driving. You could always ask the insurance company.

Don't see why not. I assume policyholder has advised insurer of temporary 'ban'.

I think it might be wise to confer with the insurance company, just to make it clear what's happening. Just suppose the second driver was very inexperienced it might be construed that they became the main driver for the period of the health ban; in that case the insurance company might want some extra premium. The alternative is to keep quiet about it and then find they won't pay out if thare's an accident.
